Is there any rule that States that a player who wins money in a PCQ (by split of outright win) cannot play in the following PCQ later that day?

Why would there be? It's technically a separate event.

It was an issue that came up at the last Brisbane pcq and i was... skeptical
"ive just found out that if you win money in an event you arent allowed to play in the other..."
just want to make sure that its fair at Brisbane pcq this weekend

I don't think there is a specific rule prohibiting it, but I remember a discussion on this topic a fair while ago.
From my understanding of things, the idea is to start the second part of the PCQ (generally constructed) after about round four of sealed. If for no other reason this helps the TO complete the event at a reasonable time.
It's also a requirement of being in the top four/eight draft that you actually do the draft, regardless of splits.
So, even if you split in the sealed you shouldn't be able to join the constructed from the beginning.
I figure there's nothing wrong with joining late, although that'd seriously dent any chance you might have had of winning it and would therefore be a big deterrent.

The issue could possibly come up in Brisbane as I understand they intend to run the constructed component first.

In that case, I'd half expect them to start sealed even earlier than after round four, as it's that half of the event that takes up the most time.
I don't think it's really uncommon for the draft to still be happening after constructed is all said and done.
If a player splits in the constructed and then constructs like a demon for sealed, then maybe they'd be able to join having missed only one round.
Then again, if the organisers run it differently to how I would then I guess it's more likely that this could be an issue.

the thing that im worried about is when TO say that there is a rule that means that you cant win prizes in both
if you are willing to sacrifice a round (or even 2) are you able to play in it?

There isn't any current policy or rule that stops you from playing (and winning) in more than one event in a day.
The only thing is you should only be enrolled at one event at a time (ie: You'll have to drop from constructed to join sealed, or the other way around).
As others have mentioned before, by the time you're done with the first event in the day, it's probably too late to join the second and still have a good chance of making it into the top.
When you join an ongoing tournament, you'll get a loss up to the current round (although it won't affect your ranking, since you didn't play anyone)

I dont necissarily agree with it but I am told that this is so that the same players do not win the prizes in both fields

As an unofficial comment, I am pretty sure that basically you have to draft. If you can join the other tournament in the 2nd round they will probably allow you to join, but if you are in a top 4, and you split after the draft, I am pretty sure you are not allowed to compete in the other tournament.
At the risk of putting words in Chris Zed's mouth, I am pretty sure this is the policy in NSW.

I can't believe you guys are actually discussing this as if it is unknown.
Chris Z and everyone decided long ago that this wasn't mean't to happen.
Hence the huge discussion we had early on this year about whether it was fair on other players if someone split in top 8 of limited and then entered constructed and ended up winning/splitting again (ie it happened in sydney once or twice until Z's ruling).
Anyone feel free to correct me but I thought it was common knowledge that you can't do it.
